Mass. Gen. Laws ch. 127, § 164

County commissioners; aid to prisoners

The county commissioners may provide a prisoner released from prison with such amount of money as in their opinion can be wisely used to encourage his reformation, or they may pay it to a suitable person designated by them to be used for such prisoner.
