Mass. Gen. Laws ch. 127, § 94

Light for reading

In the assignment of cells to prisoners in a house of correction, due regard shall be had to the accommodation of those who are able and wish to read; and from October first to April first, all prisoners confined to labor during the day shall be provided with sufficient light to enable them to read for at least one hour each evening.
