Mass. Gen. Laws ch. 130, § 100D

Eels; methods of taking

No person shall take or attempt to take eels, Anguilla rostrata, by any contrivance other than by nets, pots, spears, or angling. The director is hereby authorized to establish rules and regulations governing the size, shape, mesh size, and manner of marking such nets or pots.

It shall be unlawful for a person to take or possess elvers or eels of a size less than 9 inches total length.
