The department is hereby authorized to enter into agreements with the Secretary of Commerce of the United States as provided by Title 23, United States Code, relative to the control of junkyards in areas adjacent to the interstate and primary systems, and to take action in the name of the commonwealth to comply with the terms of such agreement.
