Mass. Gen. Laws ch. 147, § 44

Authority of commission to summon witnesses

The commission shall have the same authority to summon and require the attendance and testimony of witnesses as to all matters within its jurisdiction as is conferred upon city councils by section eight of chapter two hundred and thirty-three, and sections nine, ten and eleven of said chapter shall apply to witnesses so summoned.
