Mass. Gen. Laws ch. 149, § 38

All laborers, workmen and mechanics permanently in the employ of the commonwealth who are within the provisions of section thirty as affected by sections thirty-two and thirty-six shall be entitled to an annual vacation of at least twelve working days with pay.
