Mass. Gen. Laws ch. 152, § 25S

Penalties

After notice and opportunity for a hearing, the commissioner of insurance may impose a monetary penalty on any person or group found to be in violation of any of the provisions of sections twenty-five E to twenty-five U, inclusive, or of any rules or regulations promulgated thereunder. The monetary penalty shall not exceed one thousand dollars for each act or violation, not to exceed an aggregate monetary penalty of ten thousand dollars. The amount of any such monetary penalty shall be paid to said commissioner for the use of the department of insurance.
