Mass. Gen. Laws ch. 160, § 223

Liability for allowing animal on railroad

The person through whose fault or negligence a horse or other beast goes at large within the limits of a railroad opened for use, shall forfeit not more than twenty dollars, and be liable for any damage resulting therefrom.
