All street railway cars operated in the commonwealth shall be equipped with an emergency lifting jack and with such other emergency tools as may be approved by the department. Any company, its officers or employees, operating a street railway car in the use of which this section is violated, shall be punished by a fine of not less than fifty nor more than one hundred dollars.
