Natural gas pipe line companies shall be subject to such reasonable rules and regulations as the department may prescribe or adopt pertaining to the construction and operation of such pipe lines for the purpose of insuring the safe operation thereof; provided, however, that such rules and regulations shall not be inconsistent with the provisions of said federal ''Natural Gas Act'', or of the rules and regulations promulgated thereunder.
