The commissioner may make and, at any time, alter or amend, reasonable rules and regulations to facilitate the operation of this chapter, to enforce the application of this chapter, to govern the form and content of filings made pursuant to this chapter, and to expedite the conduct of hearings and investigations under this chapter.
