Mass. Gen. Laws ch. 179, § 20

The proprietors may from time to time choose a clerk, three or more assessors, a collector and such other officers as they find to be necessary; each of whom shall continue in office until removed by the proprietors or until his successor is qualified. The clerk and assessors shall be sworn.
