Notwithstanding the provisions of section thirty-three, if a town having a population of more than twenty thousand inhabitants according to the latest federal census, has received a grant from the division equal to sixty per cent of the cost of construction, the division shall make an additional grant to said town to ensure a total of ninety per cent federal and state funding on the eligible portions of the project or projects of said town.
