Mass. Gen. Laws ch. 223, § 14

Forfeitures

A civil action for the recovery of a forfeiture, except an action in which the commonwealth is plaintiff, or in which money is sought to be recovered for the commonwealth, shall be brought in the county where the offence was committed, unless the statute imposing the forfeiture otherwise provides.
