Mass. Gen. Laws ch. 223, § 9

An action by or against the city of Boston, except actions mentioned in section seven and actions by the collector of said city under sections thirty-five and thirty-six of chapter sixty, may be brought in Suffolk, Essex, Middlesex or Norfolk county, or in the county in which the plaintiff lives.
