No seller shall directly or indirectly in connection with the retail sale of goods or services, and for the purpose of evading any of the provisions of this chapter, arrange for a loan or aid or assist any buyer in obtaining a loan from any person, the proceeds of which are to be used in whole or in part for the purchase of such goods or services.
