Mass. Gen. Laws ch. 29, § 9E

Whenever it appears to any officer having charge of any office, department or undertaking that any appropriation therefor will be insufficient to meet all of the expenditures required in the current fiscal year by any law, rule, regulation or order not subject to the officer's control, the officer shall immediately notify the secretary of administration and finance and the house and senate committees on ways and means of the estimated amount of such additional requirements, and such amount shall be added by the secretary to any deficiency reported under section 9C unless, prior to such report, such provisions are changed to make the estimated additional expenditures unnecessary.
