Mass. Gen. Laws ch. 33, § 97

There may annually, subject to available appropriations, be allowed and paid quarterly from money appropriated for the purpose in substantially equal installments under regulations as may be promulgated by the adjutant general to the organizations and units of the armed forces of the commonwealth, when not in federal service, appropriate sums for administration and maintenance.
