No candidate for public office, or any person acting on behalf of a candidate, shall solicit votes or distribute campaign literature in any office where registration of voters is being conducted. Whoever violates this section shall be punished by imprisonment for not more than one year in a house of correction or by a fine of not more than one hundred dollars.
