Every caucus of a political party shall be called by a written or printed notice. No caucus or meeting of a political party not so called shall be recognized as valid under sections seventy-one to eighty-one, inclusive. The presiding officer at a caucus shall open it at the hour appointed therefor in the notice thereof.
