Upon receipt of an application for medical assistance from a blind individual who does not qualify for cash assistance under the provisions of section one hundred and thirty-one, the commission shall determine whether said individual meets the definition of ''blind'' in title XVI of the federal Social Security Act and the regulations established thereunder.
