There shall be in the commission such divisions or bureaus as the commissioner shall deem necessary to carry out the provisions of sections one hundred and twenty-nine to one hundred and forty-nine, inclusive. The commissioner shall organize such divisions or bureaus and may assign to them such functions as he deems advisable.
