The governor shall annually issue a proclamation setting apart the fourth Saturday in October as Robert Frost Day, in recognition of Robert Frost's years in the commonwealth, during which time he lived and was educated in the city of Lawrence, and recommending that said day be observed in an appropriate manner by the people.
