Mass. Gen. Laws ch. 6, § 15DD

Independence Day

The governor shall annually issue a proclamation calling for a proper observance of July fourth as Independence Day, in commemoration of the adoption of the Declaration of Independence by the Continental Congress of 1776 and recommending that said day be observed in an appropriate manner by the people.
