The governor shall annually issue a proclamation calling for the proper observance of the last Saturday in June as Battleship Massachusetts Memorial Day in commemoration of the establishment of the battleship Massachusetts in the city of Fall River as a memorial to the citizens of the commonwealth who made the supreme sacrifice during World War II.
