The governor, with the advice and consent of the council, may expend, for the purpose of procuring portraits of the governors of the commonwealth who shall have held office subsequent to May fourth, nineteen hundred, such amounts as are appropriated for the purpose, and such portraits shall be hung in the state house under the direction of the art commission.
