Mass. Gen. Laws ch. 82, § 9

Culverts and cattle passes

If the commissioners require a culvert, cattle pass or other passageway to be made under a highway, they may order the town to construct the same as a part of the highway, and may order the whole or any part of the expense to be paid by the county.
