After receiving notice, a licensed pilot may not refuse to aid a vessel that is in distress:
(1) within 18 nautical miles south of Cape Henry;
(2) within 18 nautical miles east of Cape Henry;
(3) in the Chesapeake Bay; or
(4) in ports of Maryland.
