(a) In this subtitle the following words have the meanings indicated.
(b) “Council” means the Baltimore Metropolitan Council.
(c) “Region” means the area that includes all of Anne Arundel County, Baltimore City, Baltimore County, Carroll County, Harford County, and Howard County.
