Md. Code Ann., Health-Gen. § 19-402

The purpose of home health care is:

(1) To avoid institutionalization;

(2) To shorten hospital stays;

(3) To speed recovery; and

(4) To bridge the gap in community health services for patients who otherwise could not get adequate health care.
