Md. Code Ann., Loc. Gov't § 1-1404

An ordinance that creates an authority shall establish a board to govern the authority and shall include provisions for:

(1) appointment procedures;

(2) powers of the board;

(3) removal procedures;

(4) term lengths; and

(5) the election of a chair.
