Notwithstanding any other provision of law or any provision in the declaration, bylaws, rules, deeds, agreements, or recorded covenants or restrictions of a homeowners association, the governing body of a homeowners association has the authority to treat an accessory dwelling unit as a separate lot for purposes of voting on a homeowners association matter.
