Md. Code Ann., State Gov't § 8-103

The Council includes:

(1) the Governor;

(2) the Lieutenant Governor;

(3) the Secretary of State;

(4) the secretary of each principal department of the Executive Branch of the State government;

(5) the State Superintendent of Schools; and

(6) the Secretary of Higher Education.
