Md. Code Ann., Transp. § 11-104.1

“Boat trailer” means a vehicle that is:

(1) Designed and constructed to transport a boat used for recreational purposes; and

(2) Of a size and weight that does not require a special highway movement permit when towed by a motor vehicle.
