Me. Rev. Stat. tit. 19-A, § 2653

The department shall adopt and administer procedures to receive, document and distribute all support payments collected pursuant to this subchapter. The commissioner may establish by rule a fee for use of these services. Except as provided in section 2103, subsections 3 and 3‑A, the department shall retain all fees and apply them toward the administration of the division of support enforcement and recovery.
