Mich. Comp. Laws § 125.1222

Sec. 2. As used in this act: (a) "Division" means the division of minority business enterprise. (b) "Department" means the department of commerce. (c) "Minority business enterprise" means a business enterprise that is owned or controlled solely by 1 or more socially or economically disadvantaged persons. The disadvantage may arise from cultural, racial, chronic economic circumstances or background, or other similar cause.
