Mich. Comp. Laws § 125.4519

Sec. 519. A road authority may establish and prescribe rules and regulations applicable to a street railway operating in or upon a public street or highway under the jurisdiction of a road authority relating to 1 or more of the following subjects: (a) Grading, paving, obstruction, or repairing of a street or highway. (b) Construction, maintenance, or obstruction of public service facilities and infrastructure, including water, light, heat, power, sewage disposal, and transportation. (c) Construction, maintenance, or obstruction of traffic control and parking control facilities and infrastructure.
