Sec. 7. (1) Except as provided in section 9, a person shall not establish any of the following as a business without obtaining a license under this act: (a) An animal food manufacturing plant. (b) A dead animal dealer. (c) A transfer station. (d) A rendering plant. (2) Notwithstanding any other provision of this act, a person shall not transport a dead animal on a public highway if the animal has been officially quarantined by the director. The director may issue a permit for the transport of animals officially quarantined by the director under special security rules promulgated by the department.
