Mich. Comp. Laws § 336.106

Sec. 6. Not later than June 1, 1977, the department shall prepare and submit a comprehensive report to the governor and legislature on the status and progress of: (a) Research and development to provide safe and effective substitutes for chlorofluorocarbon compounds in aerosol spray cans. (b) Research concerning the extent of the danger to the public health and the environment posed by chlorofluorocarbon compounds including studies conducted by the national academy of sciences.
