Mich. Comp. Laws § 395.303

Sec. 3. The department of labor through the commission shall do the following: (a) Stimulate and encourage formation throughout the state of local committees for concerns of handicappers. (b) Promote increased public and private interest and support for well-being of handicappers. (c) Secure appropriate recognition of handicappers' accomplishments and contributions to this state.
