Sec. 14d. (1) In a juvenile residential care facility operated by a court under section 14 that is located in a county with a population of less than 50,000, a direct care worker is qualified to and shall be allowed to work in the facility if he or she has completed high school or obtained a general equivalency diploma (GED). (2) If an administrative rule conflicts with the provisions of this section, the provisions of this section prevail.
