Sec. 14. The following may be included as part of the cost of a system funded under this act: (a) Engineering fees. (b) Legal fees. (c) Administration expenses before and during the period of construction. (d) Feasibility study costs. (e) Grant application costs. (f) Financing costs. (g) A reasonable amount for contingencies or reserves, or both. (h) Interest on bonds to be issued. (i) Expenses of operation and management. (j) Other costs incident to the acquisition and financing of the project.
