Mich. Comp. Laws § 500.1318

Sec. 1318. The following are violations of sections 1311 to 1319: (a) Failure to file any statement, amendment or other material required to be filed pursuant to sections 1311 or 1312. (b) The effectuation or any attempt to effectuate an acquisition of control of, or merger with, a domestic insurer unless the commissioner has given his approval.
