Mich. Comp. Laws § 51.365

Sec. 15. As used in this act: (1) "Commission" means the civil service commission herein created. (2) "Commissioner" means any one of the 3 commissioners of that commission. (3) "Appointment" means all means of selection, promotion, appointing or employing any person to hold any office, place or position of employment subject to civil service.
