Sec. 24. Disbursements may be made from the treasury under either of the following procedures: (a) Upon appropriation by the council and the warrant of the clerk, countersigned by the president. The warrant shall specify the fund from which the money is payable, and shall be paid from no other fund. A warrant shall not be drawn upon the treasury after the fund from which it should be paid has been exhausted, and such a warrant is void. (b) Pursuant to an ordinance or resolution under section 5 of chapter V.
