Subdivision 1. Scope.

For the purposes of sections 444.16 to 444.21 the terms in this section have the meanings given them.

Subd. 2. Municipality.

"Municipality" means a home rule charter or statutory city or a town that is not in an orderly annexation process on October 3, 1989.

Subd. 3. Governing body.

"Governing body" means the city council for a city and the town board for a town.
