County commissions may borrow money, how

To enable the county commissions to carry the provisions of sections 241.010 to 241.280 into effect, they shall have power to borrow money, and to issue bonds of the county therefor, in the manner and to the extent provided in Sections 26(e) and 27 of Article VI of the Constitution.
