Mo. Rev. Stat. § 247.210

The proceedings for condemnation of property under powers conferred by sections 247.010 to 247.220 shall, as nearly as may be practicable, be the same as proceedings provided for condemnation of property by cities of the fourth class, except that proceedings shall be instituted and carried through by the board of directors.
