Mo. Rev. Stat. § 290.320

Advertising for bids before wage rates are determined prohibited

No public body, officer, official, member, agent or representative authorized to contract for public works shall fail, before advertising for bids or contracting for such construction, to have the department determine the wage rates in the locality where the work is to be performed as provided in sections 290.210 to 290.340.
