The director of revenue shall thereupon issue license plates, a registration number and the words "Disabled Veteran". The advisory committee established in section 301.129 * shall determine the characteristic features of the license plate, except that such license plate shall be made with fully reflective material with a common color scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130, and such plate shall include the international wheelchair accessibility symbol when the applicant is physically disabled as defined in section 301.142, as such symbol is placed on license plates described in section 301.142.
